Steve Smith has not had a touchdown since Week 4 when he scored two. Smith's production looks to be turning up as his number of receptions jumped in Week 8, but until Manning and his offense start moving the ball with authority and consistency, Smith's productivity will suffer. San Diego's pass defense will force Manning to make plays and put passes where his receivers have to make the play. Smith can make the play, however he will likely be covered well, forcing Manning to target other options. I expect to see 7-9 fantasy points out of Smith this week.
WR Roy Williams, ---

Miles Austin has been stealing the show in Dallas at wide out. Roy Williams has only two touchdowns on the season and is seemingly the number two receiver in Dallas in almost every fantasy owner's mind. William's has been outspoken lately about his disappointment in not being targeted as much, however he insists he is not a T.O. type. Williams is a solid receiver, but Week 9 versus Philadelphia will not be any easier on Williams than other weeks. My money is on Austin continuing to produce at a high level and this means Williams' performance may be limited. In the last two games, Williams has not gained more than 20 yards. I figure on Williams having less than 7 fantasy points this week.
